Turtles have fingerprints? New genetic technique reveals paternity and more

June 24, 2013 ? For 220 million years they have roamed the seas, denizens of the bustling coral reef and the vast open ocean. Each year, some emerge from the pounding surf onto moonlit beaches to lay their eggs. Throughout human history, we have revered them, used them, and worked to protect them, but we have only begun to understand these ancient, iconic creatures. Now, with all five of the sea turtle species in the U.S. threatened or endangered, knowledge is more crucial than ever.

NOAA scientist Dr. Peter Dutton leads a team that's trying to answer some important questions about marine turtles. What will happen as sea levels rise, covering the nesting beaches turtles have used for hundreds of years? Which turtle laid this mysterious clutch of eggs on a remote beach? Where in the ocean do they mate, and how big is this population?

Thanks to a recent breakthrough in the genetics lab, Dutton and his colleagues have a clever way to find answers. Like detectives, they have learned that fingerprints help solve the puzzle?genetic fingerprints. For decades, most sea turtle studies and conservation efforts have focused on nesting females and hatchlings, because they're easiest for humans to access. Male sea turtles, which don't come ashore, are elusive characters.

Dutton's team has pioneered a technique that allows them to fill in the blanks using tiny DNA samples from nesting females and hatchlings. As Dutton and his colleague Dr. Kelly Stewart wrote in a recent article, "Hidden in a hatchling's DNA is its entire family history, including who its mother is, who its father is, and to what nesting population it belongs." (See: http://seaturtlestatus.org/sites/swot/files/report/030612_SWOT7_p12_Sea%20Turtle%20CSI.pdf)

This innovative tool is opening up new avenues in marine turtle conservation. Population recovery goals are based on how long turtles take to reach maturity, and genetic fingerprinting can help reveal this key piece of information, which may be different for each population. Dutton's team developed the technique while studying endangered leatherbacks on St. Croix, U.S. Virgin Islands. In the last four years, they have sampled 20,353 hatchlings there, and discovered the genetic identity of the fathers, even when multiple males have sired a single clutch of eggs; how often individual turtles mate and their reproductive success; and the ratio of males to females among the breeding turtles.

On Padre Island National Seashore in Texas, critically endangered Kemp's ridley turtles have been leaving scattered nests along remote beaches, but females are often long gone by the time monitors find the nests. There, NOAA's Southwest Fisheries Science Center and the National Park Service are using the technique to match mystery nests to mother turtles. Identifying who's nesting where and when, survival rate, and breeding success over many years will help us monitor this small population and gauge the impact of major events like disasters.

In the most surprising news yet, green turtles have begun nesting in the main Hawai'ian islands for the first time in generations. Green turtles, or honu, have nested in the remote Northwest Hawai'ian Islands, primarily on the quiet, low-lying beaches of French Frigate Shoals, a coral atoll about 500 miles from Honolulu.

Genetic fingerprinting shows that about 15 untagged females have become "founders" on the main Hawai'ian islands, boldly nesting where no one has nested before?at least not for hundreds of years. It's possible that this pioneer population could provide a kind of buffer as sea level rise threatens to shrink their traditional nesting beaches. Many questions remain, but for now science is giving turtles, and those who care about them, reason to hope.

Fish?hand Koehler his first win with late charge

SAN FRANCISCO (AP) - Drenched in all kinds of liquids poured out of a beat-up bucket that teammates conjured up in the clubhouse, Tom Koehler never felt better as a major league pitcher.

Pinch hitter Marcell Ozuna's two-run single gave Koehler his first victory in nine career starts, and the Miami Marlins rallied past the San Francisco Giants 2-1 Thursday night.

"I smell like a bar," Koehler said. "Other than the day I met my wife, this is probably the happiest moment of my life. Definitely the happiest baseball moment."

In his first career pinch-hit appearance, Ozuna's line drive to right field in the eighth inning off reliever Jeremy Affeldt (1-3) ended Koehler's run of futility. After six appearances in the bullpen, Koehler (1-5) had been winless in seven starts this season - and took the loss in his lone start last year - for the worst team in the majors.

He hugged Ozuna in the dugout following the hit that flipped the score. Koehler also had the game ball in his locker - soon to be resting on the mantle in his "man cave" back home, he said - that Steve Cishek handed to him after recording his 11th save in the ninth.

The right-hander's victory ended the third-longest winless streak to start a career in Marlins history, behind Marc Valdez's nine-start stretch from 1995-96 and Kevin Olsen's 12-start streak from 2001-02, according to STATS.

"It definitely didn't weigh on my confidence, but to say I didn't think about it would be a lie," Koehler said. "Every time I went out there I wanted to win the game. I was wondering what it would take to do it."

Giants starter Chad Gaudin tossed 4 1-3 scoreless innings, but he left the game after taking a hard line drive off his right throwing elbow. The team said he had a bruised elbow.

Far more concerning for the Giants was the status of center fielder Angel Pagan, who was on a rehab assignment with Class-A San Jose. Giants manager Bruce Bochy said Pagan injured his leg running to first base and was carted off the field. Bochy said more information on Pagan's injury would come Friday.

One of the few good moments for San Francisco came when Joaquin Arias extended his hitting streak to 11 games with an RBI triple in the seventh.

Koehler kept the Giants off the scoreboard otherwise. He didn't even allow a hit until Gregor Blanco's one-out single in the sixth. He struck out three, walked three and allowed three hits.

"He was really happy," Ozuna said.

San Francisco seems to be hounded by unfortunate injuries of late.

Gaudin took a line drive from Derek Dietrich off his elbow, fielded the ball and threw him out for the first out of the fifth inning. Gaudin grimaced as he paced around the mound, then he took a couple practice pitches before coming out.

Gaudin gave up two hits and two walks while striking out one. He was making just his fourth start of the season since entering the rotation for the injured Ryan Vogelsong.

"It didn't hit bone at all, just muscle," Gaudin said. "It's a little sore but there are no breaks or anything. It hurt. It hit square on top of the elbow. It's frustrating but something I can't control. I'll just deal with it."

It also was the second straight game the Marlins had taken out an opposing pitcher. Arizona's Trevor Cahill left in the first inning after a line drive from Ozuna bruised his right hip in Miami's 3-1 loss Wednesday.

The only blemish on Koehler's first victory came when Belt hit a two-out double in the seventh, sliding in safely when right fielder Giancarlo Stanton's throw sailed wide. Arias followed with an RBI triple in the right-center field gap.

Sandy Rosario was taken out after 2 1-3 innings when he walked Justin Ruggiano leading off the eighth. Ozuna later lined a two-out, two-run single to right on an 0-2 count against Affeldt to give the Marlins the lead.

The rookie had never pinch hit in the majors before.

"He's a pretty good pinch hitter," Marlins manager Mike Redmond quipped.

NOTES: The Marlins have won eight in a row at AT&T Park since July 28, 2010. ... Giants 3B Pablo Sandoval, on the disabled list since June 9 with a strained left foot, will join Class-A San Jose on a rehab assignment Friday - a day earlier than originally expected. He will likely join the Giants in Los Angeles on Monday. ... The Giants announced that Joseph Zito, the father of pitcher Barry Zito, died Wednesday in Van Nuys, Calif., at age 84. The cause of death was not disclosed. Zito, who said in a statement his father's death "has presented me with a difficulty I could not predict," was the first pitcher on the field for batting practice Thursday. He will still make his next start Saturday. ... Ozuna, mired in a 1-for-20 slump, wasn't in the starting lineup off for the first time since being called up from Double-A Jacksonville on April 30. ... The Marlins send Ricky Nolasco (4-7, 3.61 ERA) to the mound Friday and the Giants counter with Tim Lincecum (4-7, 4.57 ERA).

Intelligent REIT Insights On Digital Realty From Green Street Advisors

Digital Realty (DLR) has been in the news a lot. The San Francisco-based Data Sector REIT has been the target of a short play that began on May 8th when Highfields Capital made a case that the $9 billion REIT was worth two-thirds less than Mr. Market was claiming. Since that time, Digital shares have traded down by around 15.5% with a recent close of $56.28.

Recently I caught up with Green Street Advisor's Senior Analyst, John Stewart. He is a leading industrial and technology analyst as he has covered the data sector at Green Street and other notable firms including Credit Suisse, Citigroup and Merrill Lynch. Stewart is a member of the CFA Institute and the New York Society of Securities Analysts. He earned his B.S. in Accounting from Oklahoma State University and is a Chartered Financial Analyst (CFA) charterholder.

Thomas: John, thanks for your time today. In a recent Seeking Alpha article I explained that the IRS has formed a "working group" to determine whether Iron Mountain's (IRM) record-warehousing model is defined as "real estate" as the agency is examining the business more closely to determine whether or not its "interest in real property" - primarily storage racks - are included (as "real estate"). My first question is related to the racking and specifically, how can Digital's racking system be considered real estate when Iron Mountain's racking systems are being questioned?

Stewart: The biggest distinctions in my mind are that Digital owns the dirt under its buildings, and leases space out to tenants - that's the definition of commercial real estate, as far as I'm concerned. I don't cover Iron Mountain, but it's in the document storage business. It leases, rather than owns, most of the real estate it controls, and it charges customers by the box, rather than the square foot.

Thomas: My second question has to do with Iron Mountain's business model. It seems that the company's "economic moat" is shrinking as the data sector REITs are growing. In other words, what is the future in document storage as the "paper" market share seems to be shrinking while the paperless (or cloud) space appears to be expanding?

Stewart: Again, I don't cover Iron Mountain, and I'm sure there will always be a need to store some important physical documents. On the other hand, there is definitely a trend towards "going paperless" where possible, and we're storing a lot of documents in Evernote these days instead of old-fashioned filing cabinets. It's also fascinating that Iron Mountain is getting into the data center business itself, notably with a large underground facility in a former limestone mine outside of Pittsburgh.

Thomas: Speaking of the cloud, Digital Realty has been under the microscope lately as the hedge fund, Highfields Capital Management, has recently shorted the largest data sector REIT maintaining that the shares should be trading at around $20 per share. Now I have publicly recommended Digital and my target price of $65.50 was justified by the 12.8x P/FFO multiple and consistent and growing dividends paid. What are your thoughts on Digital's current share price of $61.21?

Stewart: We have a published HOLD recommendation on shares of Digital Realty Trust. However, I would point out that Digital maintains a conservative balance sheet, and management has created significant value for shareholders over the company's tenure in the public markets. Buy-and-hold investors certainly have a much more attractive entry point here, than they did before Highfields started rattling cages back in early May, when the stock was trading at over $70/share.

Thomas: Green Street is one of the most outspoken REIT proponents for NAV-based valuations. Can you explain your NAV-based model for Digital Realty and what cap rate are you using and do you feel as there are sufficient comps to support your valuation of Digital?

Stewart: Sure. We essentially apply a "cap rate" to their rental income stream to arrive at our estimate of the value of the real estate they own, which is really no different than applying a multiple to a cash flow stream to arrive at the value of any other business. We currently use a 7.0% cap rate to value Digital's portfolio, and yes, I do believe there are sufficient comps to support our valuation. I think there was a time, early in the sector's life cycle, when data center cap rates were much more art than science, but the sector has really become a mainstream asset class over the past several years, and we do see enough data center comps to feel reasonably comfortable with the cap rate we use to value Digital's portfolio.

Thomas: One of Highfields' arguments has to do with the sustainability of the data sector model. It seems that the data sector REITs are in the infant stages of becoming a dominating REIT sector and with Equinix (EQIX) likely to list REIT shares in 2015, then the sector will be larger than the self-storage or triple-net sectors. How can the "cloud" be shrinking?

Stewart: Well, I don't think the cloud is shrinking. I think what Highfields was trying to say is that competition is increasing, and large tech companies like Google (GOOG) and Amazon (AMZN) are beginning to offer cloud services which will compete with Digital's data center business. I don't think there's any doubt that competition in this business has increased - Digital enjoyed first-mover status, had the field essentially to themselves for the first couple of years, and generated tremendous returns. Those outsized returns did attract competition, however, and several new entrants have moved into the space. On the other hand, I think the cloud services that Google and Amazon provide is a fundamentally different business than Digital's dedicated data center model. I also think demand is strong enough to support both business models.

Thomas: Another Highfields' argument has to do with declining lease rates and negative releasing spreads. Is that a valid argument?

Stewart: It is. Like I said, competition has definitely increased, and that has put downward pressure on rents. As a result, rents that may have been signed at the peak of the market are rolling down today. So, yes, rental rates have declined due to increased competition, and re-leasing spreads on expiring rents have been negative lately. On the other hand - despite the very recent backup in interest rates - it's still a low-return world, and return requirements on all asset classes have come down over the past several years. Consequently, even at today's lower rents, Digital is still able to generate a very healthy (several hundred basis point) spread relative to its cost of capital.

Thomas: It seems that one of the biggest issues that Highfields has questioned (regarding Digital) has to do with the financial accounting and specifically the cap-ex that is being (or not being) reported. Is this more of a transparency issue or an ethical issue? What is it that Highfields is contending?

Stewart: Well, I don't think Highfields necessarily got any of their facts wrong, but I do think they were on a mission to find a "smoking gun" that just wasn't there. Digital's disclosure is highly transparent (take a look at the quarterly Supplemental disclosure package on their website), and I have a high degree of confidence in management's integrity. I think Highfields was insinuating that Digital is cooking the books to defraud investors, and I just don't think that's the case.

Thomas: Digital appears to have a well-supported dividend that increased to $3.12 per share or 6.8% over 2012. The company has produced 15.3% compounded annual dividend growth since 2005 and its dividend policy (pay out a minimum of 100% of taxable income and <90% payout ratio) is sound. The first quarter (Q1-13) payout ratio was 84.1%. In your opinion, is Digital's dividend record sustainable?

Stewart: Yes. We believe Digital's dividend is well-covered and sustainable.

Thomas: Finally, I have spoken with Michael Foust and I have listened to several earnings calls. He appears to be a very experienced CEO and his leadership strategies seem to be well-aligned with shareholders and investors. It is interesting, however, that some investors have questioned his slow response to the Highfields short. I don't think Foust made a public statement regarding the Highfields' attack until I met you at the NAREIT REIT Week conference. Do you think he should have responded earlier?

Stewart: I'm not really sure what else he could have done. Keep in mind that Highfields has never published their presentation, they just made their remarks to a closed investor conference, so there was never any direct challenge to refute. You also can't control what other market participants are going to do. Some people are going to buy your stock, and some are going to sell. The best course of action, in my view, is to let actions speak louder than words, and prove the naysayers wrong by consistent execution. I think Digital is off to a great start on that front, as evidenced by the immediate stock price reaction following the well-received property tour and investor presentation at NAREIT.

Thomas: John, thank you for your time. Greatly appreciated.

(AP) ? Abby Wambach broke Mia Hamm's record for international career goals by a soccer player, scoring four times in the first half against South Korea to push her total to 160.

Wambach tallied three times in the first 29 minutes to break Hamm's mark of 158 international goals, and she added another in injury time to give her a nice round number.

The historic 159th came on a line-drive header that ripped into the twine in the back of the net off a corner kick by Megan Rapinoe.

The 33-year-old Wambach turned and ran a couple of steps in the direction of the U.S. bench, then stopped as Rapinoe jumped into her arms. The Rochester, N.Y., native was then mobbed by teammates on the field and those who streamed off the bench as the crowd at Red Bull Arena cheered wildly.

After the hugs, Wambach turned to the stands and blew a kiss toward her parents, Judy and Peter.

Chants of "Ab-bee, Ab-bee, Ab-bee," cascaded through the stadium as officials got the ball and gave it to the U.S. bench.

"I'm just so proud of her," Hamm said. "Just watching those four goals, that's what she is all about. She fights for the ball, she's courageous and she never gives up. Her strength and perseverance is what makes her so great and it's what defenders and opposing teams fear.

"From being her teammate early in her career, I know all she ever wanted to do was win, and she continues to do that. I'm just glad I got to share 158 with her. It was short, but it was fun."

Her first goal Thursday came on a shot in the box past South Korean goalkeeper Kim Jung-mi in the 10th minute. The second came nine minutes later in the friendly on a flicking header.

Lauren Cheney set up the first two goals on crossing passes on plays that Wambach eluded Korean defender Shim Seo-yeon.

Wambach's fourth goal was an easy tap-in after Alex Morgan made a run down the right side and centered the ball to the on-rushing Wambach, the 2012 FIFA Women's World Player of the Year.

Wambach had a chance for a fifth goal, which would have tied her single-game record, but she could not get her head on a cross early in the second half.

Wambach was given a standing ovation by many in the crowd when she was replaced in the 58th minute by Christen Press.

Before leaving the field, she exchanged hugs with long-time teammates Rapinoe, Heather O'Reilly and Carli Lloyd and a few other players. As she got to the sideline she applauded the crowd and then hugged her coaches and teammates.

Wambach said on Tuesday she wanted to get the record and stop being the center of attention. On Thursday night she held the spotlight and no one was going to take it away.

Sleep deprivation in teens linked to poor dietary choices

June 20, 2013 ? Well-rested teenagers tend to make more healthful food choices than their sleep-deprived peers, according to a study led by Lauren Hale, PhD, Associate Professor of Preventive Medicine at Stony Brook University School of Medicine. The finding, presented at SLEEP 2013, the annual meeting of the Associated Professional Sleep Societies, may be key to understanding the link between sleep and obesity.

"Not only do sleepy teens on average eat more food that's bad for them, they also eat less food that is good for them," said Dr. Hale, speaking about the study results. "While we already know that sleep duration is associated with a range of health consequences, this study speaks to some of the mechanisms, i.e., nutrition and decision making, through which health outcomes are affected."

The study, which was supported by the National Institute of Diabetes and Digestive and Kidney Diseases, examined the association between sleep duration and food choices in a national representative sample of 13,284 teenagers in the second wave of the National Longitudinal Study of Adolescent Health. The data were collected in 1996 when the interview subjects had a mean age of 16 years.

The authors found that those teens who reported sleeping fewer than seven hours per night -- 18 percent of respondents -- were more likely to consume fast food two or more times per week and less likely to eat healthful food such as fruits and vegetables. The results took into account factors such as age, gender, race and ethnicity, socioeconomic status, physical activity and family structure, and found that short sleep duration had an independent effect on both healthy and unhealthy food choices.

The respondents fell into one of three categories: short sleepers, who received fewer than seven hours per night; mid-range sleepers, who had seven to eight hours per night; and recommended sleepers, who received more than eight hours per night. The American Academy of Pediatrics currently recommends that adolescents get between nine and 10 hours of sleep per night.

"We are interested in the association between sleep duration and food choices in teenagers because adolescence is a critical developmental period between childhood and adulthood," said the first author of the study, Allison Kruger, MPH, a community health worker at Stony Brook University Hospital. "Teenagers have a fair amount of control over their food and sleep, and the habits they form in adolescence can strongly impact their habits as adults."

The research team -- which included co-authors Eric N. Reither, PhD, Utah State University; Patrick Krueger, PhD, University of Colorado at Denver; and Paul E. Peppard, PhD, University of Wisconsin-Madison -- concluded that addressing sleep deficiency may be a novel and effective way to improve obesity prevention and health promotion interventions.

Dr. Hale said that one of the next steps in the research will be to explore whether the association between sleep duration and food choices is causal.

"If we determine that there is a causal link between chronic sleep and poor dietary choices, then we need to start thinking about how to more actively incorporate sleep hygiene education into obesity prevention and health promotion interventions," she said.

Louisiana man, 36, accused of killing teen rapper

(AP) ? Police in north Louisiana say a 36-year-old man is accused of killing the 18-year-old rapper known as Lil Snupe in an argument that broke out during a video game at a friend's apartment.

A news release says Winnfield police got a warrant Friday to arrest Tony Holden of Winnfield in the death of the rapper, whose actual name is Addarren Ross of Jonesboro.

Ross died Thursday morning at an apartment in Winnfield. He had been shot twice in the chest.

Holden could not be reached Friday. The phone at the only listing under that name was not answered.

Ross had recently signed a recording deal with the Meek Mill's Dream Chasers label.

Police describe Holden as a convicted violent felon who should be considered armed and dangerous.

FDA OKs Sale of 'Morning-After' Pill Without Age Limit - Health News ...

morning-after-pill-400x400

THURSDAY, June 20 (HealthDay News) ? The so-called morning-after pill, an emergency contraceptive, is about to go over-the-counter, with the U.S. Food and Drug Administration announcing Thursday that it has approved unrestricted sales of Plan B One-Step.

The move follows a decision earlier this month by the Obama administration to drop its effort to fight a court order that would make the contraceptive pill available over-the-counter to all women and girls, regardless of age.

After fighting for an age threshold on the nonprescription use of the Plan B One-Step pill for months, the FDA said June 10 that it would heed the ruling of Judge Edward Korman, of the United States District Court for the Eastern District of New York. The drug prevents conception if taken within 72 hours of sexual intercourse.

Korman first issued his order April 5, igniting a battle over whether young girls could gain access to emergency contraception without a prescription. Soon after, on April 30, the FDA lowered to 15 the age at which people could purchase the Plan B One-Step pill over-the-counter ? two years younger than the prior age limit of 17.

A day later, on May 1, the Obama administration stepped in to appeal the Korman decision.

At the time of the FDA?s move to lower the age limit, agency Commissioner Dr. Margaret Hamburg said that ?research has shown that access to emergency contraceptive products has the potential to further decrease the rate of unintended pregnancies in the United States.

?The data reviewed by the agency demonstrated that women 15 years of age and older were able to understand how Plan B One-Step works, how to use it properly and that it does not prevent the transmission of a sexually transmitted disease,? she said.

Plan B prevents implantation of a fertilized egg in a woman?s uterus through the use of levonorgestrel, a synthetic form of the hormone progesterone used for decades in birth control pills. Plan B contains 1.5 milligrams of levonorgestrel, more than the pill contains. It is considered a form of birth control, not abortion.

The Associated Press reported that the FDA?s announcement Thursday only applied to Plan B One-Step. Other brands of emergency contraception include Next Choice and Ella.

Planned Parenthood has long pushed for wider access to emergency contraception. But conservative groups have objected to such a move.

Somali Islamists threaten more carnage after attack on UN base

By Abdi Sheikh

MOGADISHU (Reuters) - Somalia's Islamist al Shabaab rebel group threatened to keep attacking "disbelievers" without respite, a day after launching a deadly assault against the United Nations in the capital Mogadishu.

Security was tight on Thursday as Somali army pick-up trucks mounted with heavy machine guns blocked the main road linking the city centre with the fortified airport and nearby U.N. base that was targeted. A water canon truck blasted away bloodstains on the street.

The al Qaeda-linked militants were driven out of Mogadishu almost two years ago by African peacekeepers and government troops. Wednesday's attack, which killed 22 people including four foreigners, highlighted the fragility of security gains and the insurgents' ability to strike at government-controlled areas.

"Our aim is to expel the disbelievers from Muslim lands," Sheikh Abdiasis Abu Musab, al Shabaab's spokesman for military operations, told Reuters.

"Until that goal is achieved, the disbelievers will never find a safe haven in Mogadishu or in any other Muslim land. Not today, not tomorrow, not as long as a single Muslim is alive."

The loss of urban territory and revenue streams in the last two years has weakened al Shabaab as a conventional fighting force, leading it to resort to a guerrilla-style insurgency.

Western powers, which have long worried that Somalia could provide a launchpad for militant Islam in east Africa and beyond, fear it could slide back into chaos if local forces cannot cement gains.

"NEED TO RE-FOCUS"

A Somalia analyst said the government had been distracted by its bid to extend its influence beyond Mogadishu, in particular a row over who controls the strategic southern port of Kismayu, and had not focussed enough on keeping its heartland secure.

"They've taken their eye off the ball," Abdirashid Hashi of the Mogadishu-based Heritage Institute for Policy Studies told Reuters. "They need to re-focus on security in Mogadishu."

The militants on Wednesday detonated a car bomb outside the main United Nations compound in Mogadishu before several gunmen breached the perimeter wall. They shot dead four foreigners including one U.N. employee and three contractors.

Somali guards pinned the assailants back with volleys of sustained gunfire, preventing the attackers from penetrating deeper into the U.N. premises where some staff sought refuge in a safe zone and others hid in their offices.

African Union peacekeepers and government soldiers joined a fierce gunbattle that lasted about 90 minutes before the militant fighters were killed. Somalia's government said some exploded suicide vests.

The U.N.'s international staff spent the night at the airport, which is ringed by blast walls and watchtowers and serves as the peacekeepers' main base.

The United States condemned the attack, which it said highlighted "the repugnant terrorist tactics al Shabaab continues to use to stand in the way of efforts to ease the suffering of Somali people."

At his election in September, Somali President Hassan Sheikh Mohamud said security was "priority number one, two and three." The security forces need rebuilding, but the cash-strapped government faces a struggle to pay and arm recruits, tackle corruption and prevent rebels infiltrating their ranks.

Description

The PCRP Population Science Impact Award (PSIA) mechanism was first offered as the Population-Based Idea Development Award in FY09 and Population-Based Research Award in FY10 and FY11. In total, 62 applications have been received, and 4 have been recommended for funding. The Population Science Impact Award mechanism supports high-impact, population science approaches to prostate cancer research. Applications should clearly demonstrate the potential of the study to contribute significantly to the elimination of death from prostate cancer and/or enhancing the well-being of men experiencing the impact of the disease. As such, studies should address one of the PCRP overarching challenges, or, alternatively, justify the study as addressing another critical area in prostate cancer research. In addition, studies are expected to address one or more of the PCRP focus areas; for the PSIA, projects focused on the following are particularly encouraged: biomarkers, especially those relevant to aggressive disease; genetics/ genomics; therapy and predictors of response or resistance; and survivorship and palliative care. Studies that, in whole or in part, address disparities in prostate cancer incidence, morbidity, or mortality, are also encouraged. The overall goal of this award is to generate data and/or tools that can only be achieved from the perspective of systematic studies focused on specific populations of individuals, rather than specific individuals. Such studies will be built upon the logic, concepts, and methods of one or more population sciences including but not limited to: ? Epidemiology ? Surveillance ? Health services research ? Outcomes research ? Behavioral science ? Social science ? Dissemination research The outcomes for research supported through this award mechanism will have the potential for substantial impact for men with or at risk for prostate cancer within, for example, epidemiologic cohorts, defined communities, or health systems. Applications may propose retrospective, prospective, case control, cohort, or other population science study designs (including the use of biospecimens and data from established retrospective databases), provided the proposed sample is of sufficient size to demonstrate statistical significance. The study should address a well-developed hypothesis that is conceptually sound and specific for prostate cancer. The statistical expertise of the study team should be clearly described and evident in the study plan. Applicants are expected to provide documentation demonstrating access to, and ability to recruit as applicable, the appropriate population(s), patient samples, datasets in numbers sufficient to achieve statistical significance. Research involving human subject use is permitted under this funding opportunity, but is restricted to studies without clinical trials; however, correlative studies with populations from existing clinical trials, are allowed. For definitions and other information on clinical trials and clinical research overall, a Human Subject Resource Document is provided on the CDMRP eReceipt System at https://cdmrp.org/Program_Announcements_and_Forms/. All investigators applying to FY13 PCRP funding opportunities are encouraged to consider leveraging resources available through the PCRP-funded Prostate Cancer Biorepository Network (PCBN) (http://www.prostatebiorepository.org) and/or the North Carolina ? Louisiana Prostate Cancer Project (PCaP) (http://www.ncla-pcap.org), if retrospectively collected human anatomical substances or correlated data are relevant to the proposed studies. The CDMRP intends that data and research resources generated under awards funded by this Program Announcement/Funding Opportunity be made available to the research community (which includes both scientific and consumer advocacy communities) and to the public at large. For additional guidance, refer to the General Application Instructions, Appendix 4, Section K.

Airlines warned not to fly NSA leaker

LONDON (AP) ? The British government has warned airlines around the world not to allow Edward Snowden, who leaked information on top-secret U.S. government surveillance programs, to fly to the United Kingdom.

A travel alert, dated Monday on a Home Office letterhead, said carriers should deny Snowden boarding because "the individual is highly likely to be refused entry to the U.K."

The Associated Press saw a photograph of the document taken Friday at a Thai airport. A British diplomat confirmed that the document was genuine and was sent out to airlines around the world. Airlines in Thailand, Malaysia and Singapore also confirmed the alert had been issued.

In London, Home Office officials refused Friday to discuss the travel alert.

The diplomat said such alerts are issued to carriers that fly into the U.K., and if any airline brings Snowden into the country, it will be liable to be fined 2,000 British pounds ($3,100). He said Snowden would likely have been deemed by the Home Office to be detrimental to the "public good."

The official spoke on condition of anonymity because he wasn't authorized to discuss the matter publicly. The U.K. Border Agency, which operates under the Home Office, has wide leeway to deny entry to people trying to enter the United Kingdom. It has been used to keep radical preachers and extreme right-wing politicians out of Britain.

Snowden, 29, revealed himself Sunday as the source of top-secret documents about U.S. National Security Agency surveillance programs that were reported earlier by the Guardian and Washington Post newspapers. He is believed to be in Hong Kong. Snowden, an American citizen, has yet to be publicly charged with any crime and no known warrants have been issued for his arrest.

U.S. Attorney General Eric Holder told reporters in Dublin on Friday that the case was still being investigated, but said he is "confident that the person who is responsible will be held accountable."

Experts believe Snowden's travel options are narrow because of the intense publicity generated by the case and the wide circulation of his photo, which is also contained on the carrier alert.

"He's cornered," said Magnus Ranstorp, a research director at the Swedish National Defense College. "Even without the U.K. alert, his name is now part of the intelligence matrix and his name would be flagged if he tried to travel anywhere in the world. He can't get into mainland China, they have a very sophisticated database and sneaking in is not easy, and if he tries to fly he won't even get out of Hong Kong airport."

He said Snowden might try to use a false passport for travel, and also try to alter his facial appearance by shaving his head and his beard and wearing contact lenses, but would likely be caught. The best option, Ranstorp said, may be for Snowden to follow WikiLeaks founder Julian Assange's example and seek refuge in the consulate of a sympathetic country with a diplomatic presence in Hong Kong.

Assange, who has spent almost a year inside the Ecuadorean Embassy in London, said he thought Britain had issued the alert on Snowden because "it doesn't want to end up with another Julian Assange."

Assange sought shelter in the embassy after Britain agreed to send him to Sweden for questioning about alleged sexual assaults. Assange argues that could lead to extradition to the U.S., where he and WikiLeaks are being investigated.

"The United Kingdom doesn't want to say no to the United States under any circumstances," Assange said. "Not in my case and not in the case of Mr. Snowden." He said Britain should be offering Snowden asylum, not excluding him.

It isn't clear if other Western European countries have also alerted airlines not to bring Snowden into their countries. Officials in France, Germany, Spain and the Netherlands said they have not issued any warnings about possible travel by Snowden. In Amsterdam, foreign ministry spokesman Weibe Alkema said the government would execute an arrest warrant for Snowden if one had been issued.

At one point, Snowden expressed an interest in seeking refuge in Iceland, but the government there said no contact had been made.

In London, some human rights activists expressed disappointment with the British government's stance. Martyn Day, from the law firm Leigh Day, said it was "depressing" that Britain's approach is so tied to the U.S.

"Mr. Snowden has been entirely open about being the whistle-blower on what is alleged to be one of the most outrageous invasions of privacy the world has ever seen," Day said. "If he wants to come to the U.K., he should be allowed to do so."

Even without criminal charges, Snowden's world is now shrinking. If other countries follow Britain's example and bar his entry, Snowden would have few options if he weren't allowed to stay in his preferred sanctuary of Hong Kong, a semiautonomous Chinese territory.

China has not made any public comment on what it plans to do with Snowden or how long he would be welcome to stay in Hong Kong. A popular Communist Party-backed newspaper, however, has urged China's leadership to milk Snowden for information rather than expel him, saying his revelations concern China's national interest.

If the U.S. eventually calls for his return, Snowden does have the option of applying for asylum or refugee status in Hong Kong, which maintains a Western-style legal system. If Snowden chose to fight it, his extradition to the U.S. could take years to make its way through Hong Kong's courts.

The alert was issued Monday by the Risk and Liaison Overseas Network, part of the U.K. Border Agency that has staff in several countries identified as major transit points for inadequately documented passengers.

The document titled "RALON Carrier Alert 15/13" has a photograph of Snowden and gave his date of birth and U.S. passport number. It said: "If this individual attempts to travel to the U.K.: Carriers should deny boarding." It warned that carriers may "be liable to costs relating to the individual's detention and removal" should they allow him to travel.

"Carrier alerts" are issued when the U.K. government wants to deny entry to people who don't normally need visas to enter the country, as is the case with most U.S. citizens, or already have visas but something has happened since they were issued, the diplomat said.

Sometimes convicted sex offenders are denied entry into the U.K. in this way.

People who are turned away are told in writing why they have been rejected, and some ? but not all ? have the right to appeal the ruling.

A Bangkok Airways officer said the airline was notified on Thursday about the alert by the Airports of Thailand PCL, which operates national airports throughout the country. She said the notice wasn't intended to be seen by the public.

The officer spoke on the condition of anonymity because she wasn't authorized to give the information to the media.

National carrier Malaysia Airlines said in an emailed statement to the AP that it had also received the British advisory and issued notices to all its operating locations in the country. Singapore Airlines also received the alert.

Discovery may lead to new treatments for jaundice

June 10, 2013 ? Helping to protect newborns and older patients against more severe effects of jaundice is the hope of University of Guelph researchers, who have shown how a liver enzyme protects cells from damage caused by the condition.

Their discovery might ultimately lead to an alternative treatment for jaundice, such as a new drug or supplement, says Daniel Kim, a research technician in Guelph's Department of Biomedical Sciences.

He is lead author of a paper published recently in the journal Toxicology and Applied Pharmacology. Co-authors are biomedical sciences professor Gordon Kirby, former research associate Monica Antenos, and Prof. Jim Squires of U of G's Department of Animal and Poultry Science.

Almost two out of three newborns contract jaundice, with its telltale skin yellowing. Normal treatment involves use of ultraviolet light. UV treatment doesn't always work.

Although the condition is usually benign, severe cases can cause permanent brain damage and lead to cerebral palsy and hearing loss.

Jaundice can also affect people with liver disease or increased breakdown of red blood cells, as in malaria.

In all cases, a substance called bilirubin collects in the blood. High amounts can be toxic and can cause permanent brain damage, said Kirby.

Other researchers had already found a naturally occurring enzyme that breaks down bilirubin. Called cytochrome P450 2A5, the enzyme is known to increase in people with liver ailments.

The Guelph team has shown that more bilirubin in the blood activates the gene to make this enzyme. The enzyme helps remove bilirubin and prevents liver cells from dying, said Kirby.

The U of G researchers used cultured liver cells from mice for their study.

Scientists need to determine safe and effective levels of the enzyme before developing any treatment, said Kirby.

"We need to fine-tune our ability to manipulate this enzyme and fully understand its role in bilirubin removal," he said. Kirby has long studied the enzyme's role in nicotine addiction in smokers.

California nuclear plant to shut

A California nuclear power plant will close permanently amid doubts it could operate safely, 18 months after a small radiation leak was discovered.

The San Onofre plant near Los Angeles halted operations in January 2012 after radioactive water tubes were damaged.

Operator Southern California Edison has faced a series of regulatory inquiries.

San Onofre powered 1.4 million homes but regulators say they can supply sufficient electricity through the summer barring threats to other plants.

"[The plant] has served this region for over 40 years," Chief Executive Ted Craver of parent company Edison International said in a statement.

"But we have concluded that the continuing uncertainty about when or if [the plant] might return to service was not good for our customers, our investors, or the need to plan for our region's long-term electricity needs."

With the plant off-line, officials have warned the wildfires that regularly scorch Southern California during the dry summer months could cause power shortages.

Over the last eight months Southern California Edison had sought permission from the federal Nuclear Regulatory Commission (NRC) to restart one reactor and run it at reduced power for five months, in hopes of stopping the vibrations that had damaged the tubing.

California US Senator Barbara Boxer applauded the decision to close the plant permanently, saying it had a defective design and posed a danger to the eight million people who live within 50 miles (80.5km).

Turkish leader slightly mellows his tone

ANKARA, Turkey (AP) ? Turkish Prime Minister Recep Tayyip Erdogan appears to have moderated his rhetoric regarding the anti-government protests in his country.

Speaking at a news conference in Tunisia on Thursday, Erdogan acknowledged that some Turks have been involved in the protests out of environmental concerns. But he suggested his government would press ahead with redevelopment plans for Istanbul that sparked the nearly week-long unrest.

He also insisted that some "terror groups" were involved in the demonstrations. His comments were carried by Turkey's state-run Anadolu Agency.

All eyes were turned on his tone, which could be decisive in determining whether the protests fizzle out or rage on and continue to shake his mainly Muslim but secular country, which has been touted as a model of stability in the region.
