New Soyuz route cuts travel time to ISS from two days to six hours

Normally, a trip from Earth to the ISS takes about two days. Thursday, a Soyuz capsule docked with the orbiting laboratory after less than six hours of flight time, setting a record. Accelerating the trip wasn't an issue of newer technology or more powerful engines, necessarily, but of better math and planning. The Russian vehicle essentially took a shortcut that required precisely timed steering over the course of four orbits, putting three crew members (including one American astronaut) on the space station at 10:28pm ET -- just five hours and 45 minutes after takeoff from Kazakhstan. Russian engineers are already looking at ways to trim more time off the trip, by cutting two more orbits from the route. Obviously the human cargo appreciates spending less time in the cramped quarters of the Soyuz. But getting equipment and materials for experiments to the ISS quicker should also yield better and more reliable scientific results. Futile pot raid follows indoor gardening, spurs lawsuit - KansasCity ...

A Leawood couple says heavily armed Johnson County deputies barged into their home last year, turning it upside down and detaining them and their children for more than two hours in a fruitless search for marijuana.

?This is how we were awakened: banging, pounding, screaming,? the mother, Adlynn Harte, said Friday. ?My husband opened the door right before the battering ram was set to take it out.?

The father allegedly was forced to lie shirtless on the foyer while a deputy with an assault rifle stood over him. The children, a 7-year-old girl and 13-year-old boy, reportedly came out of their bedrooms terrified, the teenager with his hands in the air.

And all because the couple, Robert and Adlynn Harte, bought indoor gardening equipment to grow a small number of tomato and squash plants in their basement, according to a lawsuit filed this week. The equipment was never used for marijuana, the couple says, and no one in the family has ever used illegal drugs.

Nearly a year after the SWAT-style raid, the Hartes still don?t know what evidence deputies used to persuade a judge to grant a warrant to search their home in the 10300 block of Wenonga Lane on April 20. Their requests for records that could provide such information have been denied by the sheriff?s office.

The lawsuit filed Thursday asks the court to order the release of the records. The information revealed could be used in a federal civil rights lawsuit.

?You can?t send out the SWAT team because people are trying to grow tomatoes in their basement,? Robert Harte told The Star.

Cheryl Pilate represents the couple, who met while both worked for the CIA and, according to Adlynn Harte, had top-secret security clearances.

?This was an egregious overreach, and there was no basis for the search,? Pilate said. ?These are highly educated and very patriotic people. They feel very strongly about it.?

Tom Erickson, a spokesman for the Johnson County Sheriff?s Office, declined to confirm the raid or discuss the allegations in the lawsuit Friday.

?We?ll let it play out in court,? he said.

The 7:30 a.m. raid was part of a highly publicized series of raids conducted on a day that is known to some as a marijuana holiday. After the raids, the sheriff?s office publicly declared the initiative a success, saying that they had confiscated 43 marijuana plants and one pound of marijuana.

But ?there was no acknowledgment in the Sheriff?s Department announcement that at least one of the raids had revealed no evidence of any kind of drug activity,? the lawsuit said.

Adlynn Harte said that after the deputies entered the home and asked for the children, she followed them downstairs.

?They made me and the children sit cross-legged against the wall in the foyer while my husband was face-down with his hands behind his head,? she said.

Once deputies searched the couch, the family was allowed to sit there. At first, they thought the authorities had simply come to the wrong house. But then the search went on and on ? every cupboard, every closet and into the attic, Robert Harte said.

Deputies told the Hartes that they had the couple under surveillance for months prior to the raid. But the Hartes ?know of no basis for conducting such surveillance, nor do they believe such surveillance would have produced any facts supporting the issuance of a search warrant,? the lawsuit said.

Over the course of the raid, the deputies appeared to get frustrated that they weren?t finding anything, the suit said. The suit also said deputies ?made rude comments? and implied their son was using marijuana. After two hours, they brought in a drug-sniffing dog, but still found nothing.

Pilate said the search should have been finished in minutes instead of hours.

?They would have known in the first minute if they would have checked the equipment and seen the tomato plants,? she said. ?This was a hydroponic garden on the level of a school project, with just a few plants and inexpensive lights. It was nothing.?

Afterward, they gave the Hartes a receipt stating, ?No items taken.? The Hartes said they never received an apology.

?It was just egregious. It was outrageous,? Robert Harte said.

The incident was so embarrassing, Adlynn Harte said, that her husband went around the neighborhood, showing everyone the receipt.

But the Hartes want more information than a receipt. They believe the information they are seeking is in the public interest.

?This is about government accountability,? Pilate said. ?These folks have a right to know why they were targeted and why they were allegedly surveilled.?

The family has lived in their Leawood home since 2004. They moved to Kansas City in 1999. Adlynn Harte works at Waddell and Reed, a financial planning and management firm; Robert Harte works in the home, caring for the children, one of whom is home-schooled.

Pilate said she has learned through her own investigation that deputies routinely generate leads for their marijuana raids by watching stores that sell hydroponic equipment.

?With little or no evidence of any illegal activity, law enforcement officers make the assumption that shoppers at the store are potential marijuana growers, even though the stores are most commonly frequented by backyard gardeners who grow organically or start seedlings indoors,? the lawsuit said.

Robert Harte said that several times over a year and a half, family members had visited such a store in the River Market area, but bought only small amount of equipment. And they paid with a credit card.

Their gardening efforts weren?t going well, he said, so they sometimes consulted a clerk there for advice.

Adlynn Hart said the family has the ?utmost respect? for law enforcement, but wants to make sure that tax dollars are properly used and that other families ? with fewer resources than the Hartes have ? aren?t subjected to similar tactics.

?We feel llike it?s un-American and we need to do something about it,? Adlynn Harte said. ?I told my son last night that doing the right thing takes courage.?

(AP) ? Big business and labor have resolved a dispute over a low-skilled worker program that threatened to hold up agreement on a sweeping immigration bill, according to a person familiar with the negotiations.

The deal was struck in a phone call late Friday night with AFL-CIO President Richard Trumka, U.S. Chamber of Commerce head Tom Donohue, and Democratic Sen. Chuck Schumer of New York, who's been mediating the dispute.

The person, who spoke on condition of anonymity ahead of a formal announcement, said the deal resolves disagreements over wages for the new workers and which industries would be included. That had led talks to break down a week ago.

The deal must still be signed off on by the seven other senators working with Schumer to negotiate a bipartisan immigration bill ? but that's expected to happen. The agreement between business and labor removes the biggest hurdle to completion of the immigration bill to secure the border, crack down on employers, improve legal immigration and create a pathway to citizenship for 11 million illegal immigrants already here.

The bipartisan senate group is expected to introduce the bill the week of April 8 after Congress returns from a two-week recess.

The AFL-CIO and the Chamber had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries.

On Friday, officials from both sides said there was basic agreement on the wage issue, and Schumer said a final deal on the worker dispute was very close.

"We're feeling very optimistic on immigration: Aspiring Americans will receive the road map to citizenship they deserve and we can modernize 'future flow' without reducing wages for any local workers, regardless of what papers they carry," AFL-CIO spokesman Jeff Hauser said in a statement earlier this week. "Future flow" refers to future arrivals of legal immigrants.

Under the emerging agreement between business and labor, a new "W'' visa program would bring tens of thousands of lower-skilled workers a year to the country. The program would be capped at 200,000 a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market.

The workers would be able to change jobs and could seek permanent residency. Under current temporary worker programs, personnel can't move from employer to employer and have no path to permanent U.S. residence and citizenship. And currently there's no good way for employers to bring many low-skilled workers to the U.S. An existing visa program for low-wage nonagricultural workers is capped at 66,000 per year and is supposed to apply only to seasonal or temporary jobs.

The Chamber of Commerce said workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department determines prevailing wage based on customary rates in specific localities, so that it varies from city to city.

The low-skilled worker issue had loomed for weeks as perhaps the toughest matter to settle in monthslong closed-door talks on immigration among the senators, including Republicans John McCain of Arizona and Marco Rubio of Florida. The issue helped sink the last major attempt at immigration overhaul in 2007, when the legislation foundered on the Senate floor after an amendment was added to end a temporary worker program after five years, threatening a key priority of the business community.

The amendment passed by just one vote, 49-48. President Barack Obama, a senator at the time, joined in the narrow majority voting to end the program after five years.

France's Hollande Hits Companies With 75% Wealth Tax

French President Francois Hollande declared on Thursday that companies would have to pay a 75 percent tax on salaries over a million euros after his plan for a "super-tax" on individuals was knocked down by the constitutional court.

Hollande, battling to win back support as his economic goals fall away within a year of his election, said shifting the millionaires' tax onto companies would be a way of getting the wealthiest French to contribute to ending the crisis.

"I am sticking by my pledge," Hollande said, during an hour-long interview on primetime television where he urged a disillusioned nation to trust that he was doing all he could to get the stalled economy back on its feet.

On the defensive, with his approval ratings in tatters, Hollande acknowledged he had failed to anticipate the crisis dragging on for so long, but all the tools were being put in place to restore growth and bring down unemployment.

Anxious to get left-wingers back behind him, the Socialist leader said that despite his effort to reduce the public deficit in a climate of stalled growth, no new taxes or tax hikes would be imposed on households this year or next.

He warned, however, that the French would have to work longer under a pension overhaul being worked on for next year in order to reduce a gaping deficit in the retirement system.

"My first objective is to reverse the unemployment rate," Hollande said, explaining that he was gunning for the relentless rise of past years to come to a stop at the end of the year and for the 10.6 percent jobless rate to start falling from then.

He said measures in place to trim companies' labour costs via tax rebates, a plan to loosen hiring and firing rules and his intention to simplify regulations that strangle small businesses provided all the tools for a recovery.

"This is not a wish, nor is it a forecast. It's a commitment and a battle," he said, adding: "I am the chief of this battle."

The TV interview is part of a new public relations push that has included a two-day, hand-shaking tour in southeast France. The trip backfired when hecklers asked what had become of campaign pledges and one protester was carted off by police.

Hollande's ratings have slid faster than those of any other French president as he has irked left-wingers with pro-market measures to foster growth, angered business leaders with high taxes and failed to stem the rise in unemployment.

His government has backtracked on its growth and deficit targets, and few believe the job market is close to recovering.

Thursday's resurrection of the 75 percent tax saved Hollande some face after the Constitutional Court crushed what had been his most high-profile campaign promise to his left-wing base.

Approval at 25 Percent

The carefully stage-managed interview looked set to be upset by news a few hours earlier that actress Julie Gayet had filed a legal complaint for breach of privacy over rumours on the Internet alleging a romantic liaison with the president.

However no reference was made to a complaint the Paris prosecutor's office said it received from Gayet on March 18 against "persons unknown" over rumours circulating online for some weeks. A lawyer for Gayet, cited in French media as saying the rumours were baseless, did not respond to phone calls and Hollande's office declined to comment.

Hollande, 58, has already suffered media speculation over his relationship with first lady Valerie Trierweiler. The pair are unmarried but have been together for several years.

Negative publicity would hurt Hollande today, with just 22 percent of respondents in a survey by pollster CSA on Thursday rating him a "good" president and 51 percent rating him "bad".

Separately, an LH2 poll for Le Nouvel Observateur weekly gave him a 27 percent approval rating and found 81 percent of people were unhappy with his efforts on jobs.

Data this week showed households' purchasing power fell in late 2012 for the first time since 1984 and that jobless claims rose for a 22nd straight month in February to reach the highest level since June 1997, amid a stream of industrial layoffs.

National statistics institute INSEE sees unemployment rising to 11 percent by mid-year, making Hollande's insistence that he can reverse the trend by year-end sound hollow.

Before we talk about the latest Facebook phone rumors ? and yes, there are a bunch ? it may be worth discussing why Facebook rumors are so persistent.

Reason one: Facebook is now a public company, with obligations to its investors.?Those investors want Facebook to make a lot of money. And right now, the best place for Facebook to make a lot of money is in the field of mobile advertising.

As the Guardian noted back in January, the mobile trends are already moving in the right direction for Facebook ? revenue from mobile advertising has doubled and more people access the platform from phones or tablets than they do Web browsers. But a Facebook phone, assuming it was popular, would help keep users even more plugged into the Facebook eco-system. There might be a specially-designated Facebook button, for instance, for instant posting.?

Or more prominent placement for Facebook apps such as Messenger or Instagram.?

Reason two: We all love a good horse race. Right now, the smart-phone market is pretty much dominated by the Apple iPhone 5 and the Samsung Galaxy line. Facebook is the rare company that has the might to influence the race.

But back to those Facebook phone rumors. Yesterday, Facebook sent out an invitation to an event on April 4, at its Menlo Park HQ. "Come See Our New Home on Android," the invitation reads. Which certainly could point to an Android-powered Facebook phone.?

In fact, earlier this month, a tech site known as Unwired Review reported that?HTC and Facebook are collaborating on a device known as the?Myst?(not to be confused with the popular computer game of the same name). The phone was said to be equipped with the Android 4.1.2?Jelly Bean?operating system and?a 4.3-inch high-res display.?

Over at TechCrunch, Josh Constine quotes a source as saying that Facebook would unveil "an altered Android OS running on HTC."

He continues:

It?s said not to be a full-on rewrite of Android, but rather a ?flavor? that will have all sorts of extra Facebook functionality built in. We?ve also heard it referred to as an ?application layer?. Imagine Facebook?s integration with iOS 6, but on steroids, and built by Facebook itself. It could have a heavy reliance on Facebook?s native apps like Messenger, easy social sharing from anywhere on the phone, and more.

Maybe. Of course, the event might not highlight a phone at all ? it might, notes Eric Zeman of Information Week, merely revolve around a "more tightly integrated" Android and Facebook interface.?

NEW HAVEN, Conn. (AP) ? A cache of weapons including guns, more than a thousand rounds of ammunition, a bayonet and several swords was found in the home of the gunman who carried out the Newtown school shooting, according to search warrants released Thursday.

Adam Lanza killed 26 people inside Sandy Hook Elementary School and took his own life within five minutes of shooting his way into the building, State's Attorney Stephen J. Sedensky III said in a statement accompanying the release of the warrants in the Dec. 14 massacre. Lanza was found dead in the school wearing military-style clothing.

The arsenal seized from Lanza's home and the car he drove to carry out the massacre provided glimpses into the world of a troubled young man, but it does not answer the question of what could have motivated the attack. Investigators say it will take until June or later to complete the investigation.

Sedensky said Lanza killed all 26 victims inside Sandy Hook Elementary School with a Bushmaster .223-caliber rifle before taking his own life with a Glock 10 mm handgun. He said Lanza had another loaded handgun with him inside the school as well as three, 30-round magazines for the Bushmaster.

Sedensky said 154 spent .223 casings were recovered at the scene. A loaded 12-gauge Saiga shotgun was found in the Honda Civic Lanza drove to the school and the warrants said there were two magazines containing a total of 70 shotgun rounds. The warrant does not offer further explanation, and authorities did not respond to questions, but some Saiga shotguns can be fitted with magazines that hold up to 30 rounds.

Mark Barden, whose 7-year-old son, Daniel, was killed at Sandy Hook, said he was not surprised by the details released Thursday.

"Most of this is pretty high-level stuff that we were aware of already and it just reminds me of what happened, that a gunman stormed his way into an elementary school and shot to death 26 people, 20 of which were first-grade boys and girls," Barden said.

At the Lanza house, investigators found books about autism and Asperger's syndrome as well as a National Rifle Association guide to pistol shooting, the warrants said. The NRA said Lanza and his mother were not members. Another book found at the home with tabbed pages is titled: "Train Your Brain to Get Happy."

Writings and journals that belonged to Lanza were seized by police and turned over to the FBI for analysis. They also found three photos containing images of what appears to be a dead person covered with plastic and blood.

Police said they found a smashed computer hard drive and a gaming console in the house. An unnamed person told investigators that Lanza was an avid gamer who played "Call of Duty" and other games and rarely left his home.

Investigators found a holiday card containing a check made out to Lanza for the purchase of a firearm, authored by his mother, Nancy Lanza. Adam Lanza shot and killed his mother in their Newtown home before driving to the school to carry out the massacre.

Documents indicate authorities found a gun safe with shotgun shells in the house and numerous boxes of bullets. In a bedroom closet, they found ear plugs, a handwritten note regarding ammunition and magazines, paperwork on guns and a metal bayonet.

In a top drawer of a filing cabinet, they found paper targets. In a duffel bag, they found ear and eye protection, binoculars, numerous paper targets and an NRA certificate that belonged to Adam Lanza.

Authorities found numerous knives, including samurai swords. They found a military-style uniform in Lanza's bedroom and handwritten notes containing the addresses of local gun shops. The guns found at the home included a .323-caliber Enfield Albian bolt-action rifle, a .22-caliber Savage Mark II rifle, a BB gun and a .22-caliber Volcanic starter pistol.

Among the items seized was a news article on a 2008 school shooting at Northern Illinois University.

A judge's order to seal the warrants expired on Wednesday, and a Danbury Superior Court judge granted a request by Sedensky to withhold some details. Sedensky asked to redact the name of a witness, saying the person's safety might be jeopardized if the name were disclosed. He also asked that the release not include other information such as telephone numbers, serial numbers on items found and a few paragraphs of an affidavit.

Until now, prosecutors had made few details of the Newtown investigation available, despite pressure to do so from the governor, who criticized leaks to the press and lawmakers who clamored for more details as they craft legislation on mental health and gun control.

Gov. Dannel P. Malloy announced last week that additional information would be released at his request. He expressed concern that some information about the shooting rampage at Sandy Hook reportedly disclosed by a top state police commander at a recent law enforcement seminar in New Orleans was leaked.

In his statement, Sedensky said he ordered a stop to any presentations involving evidence in the case to prevent such disclosures. He said the investigation is ongoing.

"No conclusions have been reached and no final determinations have been made," Sedensky said.

Senate President Donald E. Williams Jr. said this week that legislative leaders are eager to review the search warrant documents before finishing work on a bipartisan bill that addresses gun control and other issues related to the massacre.

Your child has a new cell phone, maybe even a new smartphone. Maybe they have a desktop or laptop computer. They want to be on Facebook, Tumbler and Pinterest. And, naturally, they start becoming secretive about who thy talk to and what they say. Your child is a good kid and you?d never suspect they would ever get into trouble. But what, specifically, have you done to actually prevent them from getting in over their head? Today, we will review some good practices for making cyberbullying less likely or if it does occur, less damaging.

?

The ground rule. First, make sure your child knows you?ve got their back and you?ll be there for them no matter what. This is an important baseline. They may not always like what you do, but they?ll always know you are there to help and support them. This can encourage them to open up to you when there is a problem.

?

Give them basic instruction. You wouldn?t send your kid out to swim without supervision first, why would it be any different with online safety? You have an opportunity to equip your child with basic skills and limits that will help guide them through.

?

Things that seem obvious to you and me may be new or unknown to your child. Let your child know that anything they say online is permanent. Private or confidential messages or photos can and will be forwarded or posted on social media. These are sobering facts that unless explained clearly, may not be fully understood.

?

Privacy. Teach them how to set privacy filters on social media. As a starter, let them know they should not accept ?friend? requests from people they do not know. They should never share passwords and never confide any personal information like addresses, phone numbers and or other contact information. Show them how to block unfriendly users and if there is a problem, save the evidence with a screen shot, forwarded text message, email or web page address. In addition, let them know that they should not open emails from unknown senders.

?

Be aware. Knowing what your child or teen is doing online serves two purposes. First, you can pick up bullying when or soon after it occurs, plus you are likely to be aware of any technology use changes if they occur (see Tuesday?s post on the warning signs). The second reason is if your child knows you occasionally check up on his or her activities, they are less likely to engage in or suffer from bullying.

?

  • Know the sites your kids visit and their online activities. Ask where they?re going, what they?re doing, and who they?re doing it with, just as you would do if they were going out.
  • Tell your kids that as a responsible parent you must always reserve the right to review their online and phone communications. You can exercise this sporadically, especially if you think there is reason for concern. Installing parental control filtering software or monitoring programs are one option for monitoring your child?s online behavior, but do not rely solely on these tools.
  • Have a sense of what they do online and in texts. Learn about the sites they like. Try out the devices they use.
  • Get their passwords.? If appropriate, you can tell them you?ll only use them in case of emergency.
  • ?Friend? or ?Follow? your kids on social media sites or ask another trusted adult to do so.
  • Encourage your kids to tell you immediately if they, or someone they know, is being cyberbullied. Explain that you will not take away their computers or cell phones if they confide in you about a problem they are having. Make yourself a ?safe zone? for your child.

?

Make sure they have a place to turn to. While it is optimal for your child to maintain open lines of communication with their parents, sometimes it may not be the easiest or preferred means from your child?s perspective. Let them know you are always available but also understand who the child may turn to if it is not you. It may be a teacher or counselor at school, an uncle or aunt or a friend?s parent. In any case, make sure they know they should always report bullying behavior to an adult who will act responsibly in your child?s best interest.

If bullying occurs. Specific steps were discussed in yesterday?s blog post.?But there are steps you can take in case (or before) you child has been victimized to make the consequences less damaging. Giving them a solid self regard and self-esteem can reduce the impact of bullying. Teaching the child coping mechanisms and other life skills will make them more resilient to the harm that can come from cyberbullying. Help them establish a strong friendship with one or several peers. Help their self-esteem and confidence by getting them involved in clubs, hobbies, sports or other affirming activities that can give your child a sense of accomplishment and an offline identity. Confident kids are less likely to be bullied or to feel the negative consequences if it is initiated. If your child has signs of stress, anxiety or depression, do not hesitate to get them professional help.

States answer help wanted ad to be drone test site

(AP) ? It's the land where Chuck Yeager broke the sound barrier, where the space shuttle fleet rolled off the assembly line and where the first private manned rocketship climbed to space.

Capitalizing on Southern California's aerospace fortunes, two rival groups want to add another laurel: drone test range.

They face crowded competition. In search of an economic boost, more than half the country is looking toward the sky ? expected to be buzzing in the near future with pilotless aircraft.

Before that can become reality, the Federal Aviation Administration last month put out a call to test fly drones at half a dozen to-be-determined sites before they can share the same space as commercial jetliners, small aircraft and helicopters.

Fifty teams from 37 states answered, vying to win bragging rights as a hub for unmanned aerial vehicles.

The military has long flown drones overseas to support troops, spy on enemies and fire missiles. There's a recent clamor to fly them domestically to track the health of crops, fight wildfires in remote terrain, conduct search and rescue after a disaster and perform other chores considered too "dirty, dull or dangerous" for pilots. The expanding use for drones comes amid concerns of a "Big Brother" society.

The untapped civilian market ? estimated to be worth billions ? has created a face-off, with states perfecting their pitch ? ample restricted airspace, industry connections, academic partners ? not unlike what you might read in a tourism brochure.

"It's the chance to get in on the ground floor of what may be the next big business," said Peter Singer, a robotics expert at the Brookings Institution think tank in Washington. "The states competing hope it might make them the robotics equivalent of Detroit for automobiles in the 20th century or Silicon Valley for computers."

Winners will play key roles in helping the government seamlessly transition drones, which are controlled remotely by joystick, into the civilian airspace without crashing into other planes or injuring bystanders.

Supporters of a Southern California test site point to an existing drone presence. General Atomics Aeronautical Systems Inc., based in the San Diego suburbs, makes the Predator that has circled over Iraq and Afghanistan. Just outside of downtown Los Angeles, AeroVironment introduced the world's first hummingbird spy plane and is developing other tiny drones inspired by biology.

"From start to finish, you can do your UAV work here," said John Rose of the American Institute of Aeronautics and Astronautics, which co-sponsored a three-day drone conference this week in the Los Angeles area focused on civilian uses.

There are two competing California bids from airport agencies in Ventura County northwest of Los Angeles and Kern County in the Mojave Desert.

"If we are successful, it would be an economic stimulus for the region moving forward," said Bill Buratto of the Ventura County Economic Development Association, which is working with county airport officials on a plan to have drones fly from Point Mugu, the site of numerous Navy training exercises.

Their in-state competitor envisions test flights out of the high desert skies about 150 miles north of Los Angeles and touts its remoteness and access to military and civilian facilities currently doing drone research.

"You kind of want to be in the middle of nowhere. You don't want to risk being close to a populated area," said Eileen Shibley, who leads the effort for the Indian Wells Valley Airport District.

Other states have taken a different tact, putting on a united front or partnering with a neighboring state to pool resources.

Ohio ? the home state of Apollo 11 astronaut Neil Armstrong, Mercury astronaut John Glenn and the Wright brothers ? teamed with Indiana to increase both states' odds. Like California, there is budding drone activity in Ohio, most notably the Air Force's sensor research at Wright-Patterson Air Force Base.

Joseph Zeis of the Dayton Development Coalition doesn't see this as a competition.

"When the test site selection is over, we're all collaborating on a single goal" to safely merge drones into the national airspace, said Zeis, who's spearheading the Ohio-Indiana venture.

The FAA is expected to choose the six drone test sites by year's end.

The specter of thousands of unmanned eyes swarming the sky in the coming years has unnerved privacy advocates, who fear ordinary Americans would be overzealously monitored by law enforcement, considered one of the top users of the technology in the future. As part of the selection process, test site hopefuls must publish a privacy policy and follow existing privacy laws.

The Association for Unmanned Vehicle Systems International does not have a favorite. But the voice for the domestic drone industry acknowledged that states hosting test sites would benefit economically.

In a report published earlier this month, the group said states with an already solid aerospace industry are predicted to gain drone business. But other factors, including location of test sites, will also drive job creation.

That's why California needs to act fast, said state assemblyman Jeff Gorell, who has been pushing for a test site in his district.

"This is a great opportunity for California," he said. "We might be able to recapture some of the golden era of aerospace."

Netflix signs up The Matrix, Babylon 5 creators to develop a new sci-fi series: Sense8

Continuing its quest to sate subscribers' appetites with a flow of original content, Netflix has announced a new original series, Sense8. Due in late 2014, it's being developed by the Wachowskis of The Matrix, V for Vendetta, Cloud Atlas and Speed Racer fame, as well as J. Michael Straczynski, creator of Babylon 5. Details are thin, but the press release promises a gripping global tale of minds linked and souls hunted with a ten episode run for its first season.

As it did with House of Cards, Arrested Development and other productions, Netflix is relying heavily on data from viewers to decide which programs to support. According to chief content officer Ted Sarandos, "Andy and Lana Wachowski and Joe Straczynski are among the most imaginative writers and gifted visual storytellers of our time," whose creations are very frequently viewed on the service. According to the creators themselves, they've sought to work together for a decade, and this idea started from a late night conversation about "the ways technology simultaneously unites and divides us." New details: Giffords gunman was polite, cooperative

TUCSON, Ariz. (AP) ? As authorities investigated the rampage that killed six people and wounded Rep. Gabrielle Giffords, they compiled nearly 3,000 pages of documents that include everything from interviews with survivors and victims to police reports filed from the scene of the crime.

The documents were released Wednesday, and they provide new insight into how the shooting occurred and the motivations behind gunman Jared Loughner. One of the main themes to emerge was the increasingly erratic behavior of Loughner, perhaps summed up best by his father as he told investigators: He "just doesn't seem right lately."

A look at some of the major findings:

LOUGHNER

The gunman was polite and cooperative with authorities who were holding him the afternoon following his morning shooting rampage. The conversation as Loughner sat in restraints in an interview room was mainly small talk. Little was said over the four hours. Loughner asks at one point if he can please use the restroom and says "Thank you" when allowed. At another point he complained that "I'm about ready to fall over."

GUNMAN'S MOTHER

Loughner's mother, Amy, described his run-ins with authorities, his use of marijuana and cocaine, his journals and his increasingly erratic behavior. She also says the parents took a shotgun away from Loughner after he was kicked out of a community college and tested him for drugs because his behavior was so strange.

GUNMAN'S FATHER

Randy Loughner said his son became increasingly difficult, and it was a challenge to have a rational conversation with him. "I tried to talk to him. But you can't, he wouldn't let you," he said "Lost, lost, and just didn't want to communicate with me no more."

MENTAL ILLNESS

Despite their son's increasingly bizarre behavior, Loughner's parents never sent him to get help. Randy Loughner said that his son had never been diagnosed with a mental illness. Had he seen a doctor, the detective asked. "No," replied the father. The parents were also asked about any journals or writings that Loughner kept. The father said they were written in an indecipherable script.

GOING TO THE SCENE

Loughner went to a convenience store immediately before the shooting and had the clerk call a cab for him. As he waited for the car, he was pacing inside and outside the store and went to the bathroom three or four times. The employee said that as Loughner was waiting for the cab, he looked up at a clock and said, "nine twenty-five, I still got time."

TRAFFIC STOP

Loughner was pulled over earlier in the day for a traffic violation by a wildlife agent. He cried and said, "I've just had a rough time," and then composed himself, thanked the agent and shook his hand after he was let go with a warning. The agent asked Loughner again if he was OK, and Loughner said he was going home.

THE SCENE

Giffords intern Daniel Hernandez helped tend to his boss after she was shot in the head. In an interview, he described the chaos: "She couldn't open her eyes. I tried to get any responses for her. Um, it looked like her left side was the only side that was still mobile. Um, she couldn't speak. It was mumbled. She was squeezing my hand.

"I did some training as a Certified Nursing Assistant and as a phlebotomist, um, when I was in high school. So I knew that we need to see if she's got a pulse. She was still breathing. Her breathing was getting shallower. Uh, I then lifted her up so that she wasn't flat on the ground against the wall," he said.

GUNS

Loughner bought a 12-gauge shotgun in 2008, but his parents took it away from him after he was expelled from college and administrators recommended that any firearms be taken away. The shotgun was the only gun his parents knew Loughner owned.

CARING FOR GIFFORDS

A firefighter described how he cared for Giffords after arriving at the scene. "You'd ask her to grab your hand and she would grab your hand," he said. He and paramedics rushed her to the hospital in an ambulance, giving her oxygen and an IV.

THE ENCOUNTER

Hernandez described how constituents and other people were lining up to see Giffords, and he was helping people sign in. He recalled handing Loughner a clipboard. "The next thing I hear is someone yell, 'gun,'" he said.

LOUGHNER FRIEND

One-time Loughner friend Zachary Osler was an employee at a store where Loughner later bought a Glock handgun before the shooting. Osler was questioned about seeing Loughner shopping inside, sometime before Thanksgiving. He describes an awkward encounter with his former friend. "His response is nothing. Just a mute facial expression. And just like he, he didn't care." Osler told investigators he had grown uncomfortable with Loughner's personality, "He would say he could dream and then control what he was doing while he was dreaming." Osler says Loughner never mentioned Giffords to him.

REACTION

Osler said when he learned that Loughner was the suspect in the shooting, "my jaw just dropped. And I was like I know this person. Why he would do it? What would his motive be? If he had people help him? I do not know."

POSSESSIONS

Police reports show what authorities found in Loughner's possession after the shooting. In Loughner's left front pocket were two magazines for a Glock, both fully loaded. In his other front pocket was a foldable knife with about a 4-inch blade. In his back right pocket, he had a baggie with some money, a Visa credit card and his Arizona driver's license. He was wearing a black beanie, a black hoodie-type sweatshirt, khaki pants and Sketchers shoes.

WITNESS

A witness described seeing an ominous-looking man in his early 20s wearing a backpack near the shooting scene. The witness later described recognizing Loughner as the same person from photos on the news.

Holy Week pilgrims head to 'El Santuario de Chimayo' in NM amid first pope from the Americas

CHIMAYO, N.M. - Tens of thousands of people are expected to visit one of the most popular Catholic shrines in the Americas this weekend for Easter, which comes just weeks after the first pope from the Americas was elected.

Around 50,000 people are expected to descend on El Santuario de Chimayo (CHEE'-mah-YOH') in New Mexico, and officials say even more may make the trip due this year to the excitement over Pope Francis.

The adobe chapel in the Sangre de Cristo Mountains, sometimes called the "Lourdes of America," attracts its biggest crowd around Holy Week.

Some pilgrims will make the 90-mile, three-day walk from Albuquerque to the shrine that houses "el pocito," a small pit of holy adobe-colored soil that some believe possesses curing powers.

Santa Fe County Sheriff Robert Garcia says traffic patrols will increase from Thursday to Sunday for safety.

Qualcomm's Got The Cash And The Market Share, But All It Really Wants Is To Be Noticed

At least that's the song the company is singing in a new MIT Technology Review article today, which features Qualcomm Chief Marketing Officer Anand Chandrasekher basically begging for attention. Qualcomm is the Intel of the mobile world, after all, but without garish stickers on every PC, a two-word catchy slogan and mascots in brightly colored cleanroom suits, it doesn't enjoy the same level of public recognition.

Google selects Glass Explorers, will send invites to winners over the next few days

What would you do if you had Glass? Google asked you to share your plans last month, offering up 8,000 coveted reservations in the search giant's "Explorers" program. Now, the company has finally selected the winners, and plans to send out order invitations "over the next few days." Sadly, invite recipients will still need to hand over $1,500 (plus tax) for their very own set, and the program is currently limited to folks in the US, but this was still the best opportunity to get an early look at Glass, making it a very appealing program, despite the cost. Google received many creative applications, including a proposal from JetBlue, but only individual users will have an opportunity to make a purchase this time around -- the company says that it's "working on connecting with businesses in other ways."
