Gillibrand bill to aid military children with autism and other - SILive.com

NEW YORK -- A bill to cover military children with autism and other disabilities penned by U.S. Sen. Kirsten Gillibrand passed the Senate Thursday.

The bi-partisan backed Gillibrand amendment to the 2013 National Defense Authorization Act lifts restrictions on treatment for tens of thousands of youngsters in military families.

The measure requires the military health insurance program to expand behavioral care and proven treatments to nationally recommended standards.

Said Ms. Gillibrand (D-N.Y.): "It is alarming that our military families who have sacrificed so much are denied essential services for their children suffering from autism and other disabilities. This amendment will help ensure that our military families have access to the critical services, care and support they desperately need and deserve."

The current military health insurance program, TRICARE, does not cover applied behavior analysis, a treatment recommended for autistic disorders. More than 23,000 TRICARE beneficiaries have been diagnosed with autism and another 10,000 families have a dependent with a developmental disability, Ms. Gillibrand's office said.

The Gillibrand amendment requires TRICARE to meet the minimum threshold of basic care, cover behavioral treatment for developmental disabilities, including autism, modeled after national standards, and lift the financial cap on care.

Exclusive: Blackstone leads uncertain Allscripts auction

NEW YORK (Reuters) - Blackstone Group LP has emerged as the frontrunner in an auction for Allscripts Healthcare Solutions Inc , but the companies remain far apart on price and a deal is highly uncertain, people familiar with the matter said.

Blackstone has prevailed over rival private equity suitors Carlyle Group LP and TPG Capital Management LP in the battle for Allscripts, a healthcare technology company with a market value of about $2 billion, three sources said this week.

But Blackstone is skeptical about a deal, given the high premium sought by Allscripts and challenges facing the company, the sources said.

Shares of Allscripts fell 11 percent to $11.05 on the Nasdaq on Friday. The shares closed at $10.88 on September 27, the day before news of a potential sale emerged.

Sources told Reuters earlier this month that Blackstone, Carlyle and TPG had made second-round bids for Allscripts.

The sources who identified Blackstone as the frontrunner in the auction asked not to be identified because the matter is not public. Allscripts, TPG, Blackstone and Carlyle declined to comment.

Allscripts said on November 8 that it was evaluating strategic alternatives, following potential buyout interest, and that it had enlisted Citigroup Inc to assist with the process.

But the auction process proved challenging, with interested parties concerned about Allscripts' declining earnings and market-share losses to larger rivals, such as Cerner Corp , people familiar with the matter have said.

Allscripts has struggled to boost new business following its acquisition of Eclipsys Corp in 2010. The company had hoped to expand into software and equipment for hospitals and healthcare systems with the purchase of Eclipsys but ended up losing business to Cerner and closely held Epic Systems Corp.

New York-based Blackstone is an experienced investor in the sector. In April 2011 it bought healthcare IT provider Emdeon Inc for $3 billion.

MANAGEMENT, BOARD TURMOIL

The auction of Allscripts came several months after activist shareholder HealthCor Management installed three of its nominees to the Allscripts board, following a bitter fight with company management led by Chief Executive Glen Tullman.

HealthCor, which owned 7.5 percent of Allscripts as of June 30, sued the company in May seeking a proxy fight after Tullman refused its demand that he resign. Allscripts settled the fight in June by agreeing to add HealthCor's candidates to the board.

JMP Securities analyst Tim McDonough wrote in a note on November 27 that Allscripts' share price reflected around a 50 percent chance that the company would be acquired.

He said that while the company could attract offers between $15 and $18 per share based on previous deals in the sector, management turnover had hampered its ability to pursue a sale.

In April, the company announced the termination of Philip Pead as chairman of the board, which prompted the resignation of three directors and Chief Financial Officer Bill Davis.

Failure to successfully integrate Eclipsys has also resulted in the departure of Chief Technology Officer John Gomez, Chief Operating Officer Eileen McPartland and president of sales Jeff Surges.

Tullman, who has been CEO since 1997, recently embarked on a series of product updates, including of the company's flagship Sunrise clinician web portal, which offers real-time access to inpatient electronic health record software and other information such as patient charts and lab results.

Novel studies of gene regulation in brain development may mean new treatment of mental disorders

ScienceDaily (Nov. 30, 2012) ? A team of researchers at the University of California, San Diego and the Institut Pasteur, Paris has come up with a novel way to describe a time-dependent brain development based on coherent-gene-groups (CGGs) and transcription-factors (TFs) hierarchy. The findings could lead to new drug designs for mental disorders such as autism-spectrum disorders (ASD) and schizophrenia.

In the paper, published November 22 as an online-first publication in the journal Genes, Brain and Behavior, the researchers identified the hierarchical tree of CGG-TF networks that determine the patterns of genes expressed during brain development and found that some "master transcription factors" at the top level of the hierarchy regulated the expression of a significant number of gene groups.

Instead of a taking the approach that a single gene creates a single response, researchers used contemporary methods of data analysis, along with the Gordon supercomputer at the university's San Diego Supercomputer Center (SDSC), to identify CGGs responsible for brain development which can be affected for treatment of mental disorders. The team found that these groups of genes act in concert to send signals at various levels of the hierarchy to other groups of genes, which control the general and more specific (depending of the level) events in brain structure development.

"We have proposed a novel, though still hypothetical, strategy of drug design based on this hierarchical network of TFs that could pave the way for a new category of pharmacological agents that could be used to block a pathway at a critical time during brain development as an effective way to treat and even prevent mental disorders such as ASD and schizophrenia," said lead author Igor Tsigelny, a research scientist with SDSC, as well as the university's Moores Cancer Center and Department of Neurosciences. "On a broader scale, these findings have the potential to change the paradigm of drug design."

Using samples taken from three different regions of the brains of rats, the researchers used Gordon and SDSC's BiologicalNetworks server to conduct numerous levels of analysis, starting with processing of microarray data and SOM (self-organizing maps) clustering, before determining which gene zones were associated with significant developmental changes and brain disorders.

Researchers then conducted analyses of stages of development and quick comparisons between rat and human brain development, in addition to pathway analyses and functional and hierarchical network analyses. The team then analyzed specific gene-TF interactions, with a focus on neurological disorders, before investigating further directions for drug design based on analysis of the hierarchical networks.

Tsigelny's collaborators included Valentina L. Kouzentsova (SDSC and Moores), Michael Baitaluk (SDSC); and Jean-Pierre Changeux, with the Institut Pasteur, in Paris, France. Changeux also is a Skaggs distinguished visiting professor in pharmacology at UC San Diego (2008) and a member of the foreign faculty at UC San Diego's Kavli Institute for Brain and Mind. In addition to SDSC and its computational resources, support for the research paper, called A Hierarchical Coherent-Gene-Group Model for Brain Development, was provided by National Institutes of Health grant # GM084881 for Baitaluk.

Egypt's constituent assembly worked through the night to finish voting on Egypt's new constitution, finalizing its work early this morning and sent the contentious document to the president, who will call a national referendum on the constitution within two weeks.

President Mohamed Morsi's allies made the surprise move to finish the document this week after he issued a decree sidelining the judiciary and removing nearly all checks on his power.

Though the constitution's content had been the subject of debate for months, the process of drafting it was more controversial than the text itself. The first body elected to write it was dissolved by a court after secularist members complained it was dominated by Islamists. The second body, elected by a now-dissolved Parliament, was likewise packed with Islamists and negotiations over revising its makeup broke down months ago, with some secular parties announcing they would boycott the assembly.?

Most of the remaining non-Islamist members, including all Christian members, left the committee over recent weeks, complaining their suggestions were ignored.?

The rush to complete the document this week ? the president's decree had extended the deadline for its completion by two months ? infuriated the opposition, who say a flawed, unrepresentative document is the result. Thousands of people protested the new draft constitution in Tahrir square today.

Zaid Al Ali, a Cairo-based adviser on constitution building for the Institute for Democracy and Electoral Assistance, says: "A major opportunity was missed to really study what went wrong under the previous system" and try to address those problems. While focusing on disagreements between Islamists and secularists, the drafters missed an opportunity to address issues like decentralization of power, effectiveness of governance, and corruption.

Others had hoped the constitution would do more to achieve social justice and alter what they say is a state structure that contributes to the growing gap between rich and poor.

But many expect the constitution will pass a national referendum, because of the Muslim Brotherhood's ability to mobilize its grassroots and because many Egyptians are eager to see the instability of the past 22 months come to an end, and believe a permanent constitution will help achieve that.?

While the process was contentious, here is a look at the actual content of the new constitution on key issues:

Islam and the state

Islamists and non-Islamists engaged in extensive wrangling during recent months over the role of Islam in the state, and the specific wording that would be used in the constitution to define how sharia, or Islamic law, relates to legislation. In the end, the drafters preserved the wording of the previous constitution: The principles of sharia are the main source of legislation. However, they also added another clause specifying what is meant by the principles of sharia.?
