Obama, Romney ease back into fighting mode

SAN FRANCISCO (AP) ? Silenced for a weekend, the race for the White House reverted to divisive form Monday, as President Barack Obama and Republican Mitt Romney found enough distance from a national tragedy to get back to the politics of getting elected.

Obama tried to put the squeeze on Romney, with the president's campaign aides demanding "substantive" expectations for the Romney's upcoming trip to England, Israel and Poland. Headed for Nevada, Obama was touting his foreign policy record to the Veterans of Foreign Wars a day before Romney addresses the group.

Romney, addressing donors, returned to his critique that Obama is "out of ideas, out of excuses, and we've got to make sure in November we put him out of office." He cautioned the public not to look to government for answers in response to the Colorado shooting. Instead, he urged people to reach out locally to help people in need.

Still in the shadow of a rampage that united the nation in grief, the campaigns weighed how much and how fast to calibrate their tones. They seemed intent on returning to the business of defining their message and their opponents, albeit not quite yet with the vitriol of earlier weeks.

The race is tight, both nationally and in the select states expected to decide the outcome, polls show.

That leaves little time for either side to dial down.

Foreign policy and national security, marginalized in this economy-centered election year, moved briefly to the fore.

In a conference call with reporters, Obama campaign officials challenged Romney to offer specific policy ideas during his three-country trip this week. Romney's travels are highly anticipated as a measure of how well he can stand up on the world stage. Obama took an even broader such trip as a candidate in 2008.

"If Romney wants to be president, if he is ready to be commander in chief, he needs to prove that he's willing to have open and honest discussions about his world views, about his beliefs, about his policies with some of our strongest allies," said Michele Flournoy, a campaign adviser and former top policy official at the Pentagon.

Four years ago, trying to burnish his own credentials against military hero Sen. John McCain, Obama traveled extensively to the Middle East and Europe, with stops in both war fronts of Afghanistan and Iraq. Obama adviser Robert Gibbs said the question for Romney is whether his trip "will be similar substantively" for voters.

In California, Romney was raising money in the wealthy and Republican heavy area of Orange County on Monday after holding three fundraisers in the San Francisco Bay area the previous night. He was expected to raise $10 million during the swing.

Romney was scheduled to hold a business discussion in Irvine, Calif., before heading to Reno, Nev. for his VFW speech on Tuesday.

Obama is on a previously scheduled three-day trip that includes campaign fundraisers Monday in California and Tuesday in Seattle. He was expected to raise more than $6 million on the West Coast.

Both campaigns were keeping their largely negative television advertisements off the air in Colorado, a key battleground state in the November election.

The presidential race resumed as the accused Colorado shooter appeared in court Monday for the first time.

Vice President Joe Biden, campaigning for his boss in Florida, jettisoned his typical speech to focus on the shooting victims and the stories of heroism from that night.

He told National Association of Police Organizations: "There's a hell of a lot more good out there than the evil you're sworn to take on."

The massacre stalled a race for the White House that had becoming increasingly bitter.

Romney made a low-key return to political activity Sunday night at his fundraisers, telling supporters he would tone down his political rhetoric, at least for the night, in "keeping with the seriousness of the day." The former Massachusetts governor avoided attacking Obama by name.

Obama on Sunday spent hours in emotional private meetings with the families of the dead and also met with some of those injured in the attacks.

"I hope that over the next several days, next several months, we all reflect on how we can do something about some of the senseless violence that ends up marring this country," Obama said. Romney said Obama's trip was "the right thing for the president to be doing on this day."

The Obama campaign launched the week with a web video titled "Welcome Home Our Veterans," celebrating Obama's record on veterans' issues. It includes personal testimonials from former servicemen and women who thank him for supporting the troops.

The film takes special note of Obama's work to end the U.S. military role in Iraq.

Much of Romney's week will be focused on America's role abroad. In his first trip overseas as the presumptive Republican presidential nominee, he is expected to attend the opening ceremonies of the Olympics in London and then meet with foreign dignitaries in England, Israel and Poland.

Cuomo gets 'mandate relief' test in the form of special-ed placement ...

When Gov. Cuomo was pushing his 2 percent property-tax levy cap, he tried to calm the nerves of anxious school officials by promising that he would also bring mandate relief.

School officials have long complained about the state?s many mandates: all sorts of rules and regs that force districts to spend more tax money. So they have been anxious to see what Cuomo would actually deliver.

Cuomo appointed several groups to get a handle on the mandate monster.

But in the meantime, he now faces a very interesting test case that New York?s entire education establishment is watching closely.

Late Friday, the Senate sent Cuomo a bill that would force school districts, when choosing appropriate placements for special-education students, to consider a student?s ?home environment and family background.?

The bill was drafted and promoted by Agudath Israel, a NYC-based Orthodox Jewish group. Orthodox Jews, particularly from Hasidic and ultra-Orthodox neighborhoods in Brooklyn and East Ramapo, have long complained about students from these insular communities being placed in public schools. State law requires that public districts pay special-education costs, including in private schools when there are no appropriate public-school settings available.

Many families from these Orthodox communities desperately want their children educated in special schools within their communities?with public districts footing the costs.

The bill came out of nowhere and was passed by the Senate and Assembly on June 21, the last day of the recent session. The Senate leadership held it until Friday, when it was finally sent to Cuomo, who now has 10 business days to sign or veto.

Every organization representing public education?school boards, superintendents, special ed administrators? strongly opposes the bill. They say the bill is vague, will produce a chaotic situation for special education officials and, most important, could be very COSTLY for school districts that do not currently send many students to private schools.

If a district has to send a student to a private school instead of educating him or her in-house, it could cost tens of thousands of dollars more. If a district has several families requesting a private placement because of home or environmental?not educational?factors, the costs could add up fast.

What I keep hearing from school people is that if Cuomo is serious about mandate relief, he can?t sign this bill. We?ll soon see what the governor decides and how he explains his decision.

UPDATE: Cuomo spokesman Matt Wing just came through LoHud Land to talk about other things. He was non-committal on the special ed bill, saying it?s a complicated matter. He also said the governor still has eight days (not counting Sundays) to make up his mind?

UPDATE II: I just got a call from a member of East Ramapo?s Orthodox community who said that the bill would save troubled East Ramp a lot of money. If East Ramapo could send severely disabled special-education students to private schools, it would be a lot cheaper than sending them public schools in Kiryas Joel in Orange County (which costs upwards of $70,000 a year).

This caller also said that what East Ramapo really needs is to revive a program it briefly ran in a public school for severely disabled young children from the Orthodox community. The program offered Yiddish instruction and Kosher assistance, but was stopped because of criticism that touched on constitutional issues.

TORONTO (AP) - Adam Morgan scored in the 69th minute and European power Liverpool earned a 1-1 draw with Toronto FC in an exhibition game on Saturday.

After Quincy Amarikwa gave Toronto a 1-0 lead in the 58th minute, Morgan tapped a shot past Quillan Roberts from a yard out after the Toronto goalkeeper could only get a piece of Raheem Sterling's strike.

Amarikwa, making his first appearance for Toronto, connected on a rebound past Liverpool goalkeeper Peter Gulacsi for a Toronto team that continued its resurgence under Paul Mariner.

"It was a brilliant day out. I think both teams got what they needed out of the game," Toronto FC midfielder Terry Dunfield said. "I think both teams in each half gave a good account of themselves. There's no hiding that our schedule has been brutal of late."

Liverpool was without many of its stars, including captain Steven Gerrard and England teammates Andy Carroll and Glen Johnson, because of rules related to rest following international tournaments as it began its preseason North American tour under new manager Brendan Rodgers.

"You've got to temper your thoughts with where Liverpool are at, the squad that they brought over, but all you can do is your best and I thought we did well under the circumstances," Mariner said.

"Let's not get carried away. If Liverpool brings their first squad and they're further on in their preseason or the season, they're a top-class team with top-class players."

Toronto FC, meanwhile, played its 11th game since June 16 as the club improved to 4-2-5 since Mariner replaced the fired Aron Winter last month.

Liverpool fans chanted and sang songs familiar to the terraces at Anfield beginning in the warmups, including a stirring rendition of the club's anthem "You'll Never Walk Alone."

Supporters of the 18-time English league winners unfurled numerous banners, including one honoring the Hillsborough disaster in which 96 fans were crushed to death in 1989.

Toronto FC, which started the game with a number of regulars in the lineup, including captain and midfielder Torsten Frings, striker Ryan Johnson and defender Richard Eckersley, did well to keep up with Liverpool in the first half.

Liverpool, meanwhile, with a starting 11 that included 16-year-old Jordan Ibe, failed to assert itself in the early going.

Toronto FC had the game's first chance in the seventh minute when Johnson fired a shot off a pass from Luis Silva that Liverpool goalkeeper Brad Jones had to stretch for.

Liverpool had a chance in 44th minute but Daniel Pacheco also saw his shot blocked from in close.

Liverpool continues its preseason schedule on Wednesday at Boston's Fenway Park against Italy's A.S. Roma before taking on English rivals Tottenham on July 28 in Baltimore.

Notes: The roof at Rogers Centre was open to start the game but was closed early in the second half. ... Ohio girl overcomes crash to win at Soap Box Derby

AKRON, Ohio (AP) ? Kallie Myers let out two ear-piercing screams, hours apart at the 75th All-American Soap Box Derby.

One yell came from fear, the other from absolute delight.

"This is so unbelievable," said Myers, 17, of St. Clairsville, Ohio, tears of joy filling her eyes after overcoming a scary early morning crash to race to victory Saturday in the Super Stock Division.

A few hours earlier, Myers also was in tears after winning her first heat of the day ? then getting rammed into after crossing the finish line by a competitor who lost control of his car.

"I was so scared and was screaming so loud they heard me all over," Myers said.

After winning it all, Myers hugged her dad, Matt. She was surrounded by other family members, including brother Matt, who competed in the 2005 finals.

"Did she tell you she cried all the way down the hill her second run," Myers' father said. "She just stayed with it and kept winning. We're all so proud of her."

Myers, in her final year of eligibility, began competing in 2005 when her grandmother encouraged her to give it a try.

"I never thought I'd do this, but here I am," she said.

Actor and director Corbin Bernsen assisted in the presentation of a trophy, jacket, certificate and $5,000 scholarship to each winner.

Bernsen has helped event organizers rebuild popularity in the nonprofit race and boost its shaky finances. In 2010, he filmed "25 Hill," a movie about a derby racer. It premiered in Akron last year and generated $150,000 for the organization.

"The Soap Box Derby is just great," said Bernsen, who spent all day signing autographs and cheering racers ? as well as snapping photos with his cellphone like any other fan.

"It's a slice of Americana. I didn't compete when I was a kid growing up in Los Angeles because it was more of a Midwest and East Coast thing back then."

This year's event included competitors from all over America as well as Japan, New Zealand, Germany and Canada.

Two 12-year-olds also were crowned world champions: Maddie Minch, of Strongsville, Ohio, in the Masters Division and Alexander Khachigian of Vallejo, Calif., in Stock.

The youngest winner was 10-year-old Logan Maves, of Madison, Wis., in Rally Stock. Nick Zimmerman, 14, of Cloverdale, Ind., won the Rally Super Stock title and muscular Freddy Atchison, a 14-year-old who enjoys wrestling, was the Rally Masters winner.

Atchison wore a ragged pair of undersized shoes, held together with bright purple tape to match the paint job on his racer.

"I've worn them for good luck for eight years, ever since I started racing," Atchison said.

Minch became the third member of her family to race in the finals, but first champion.

Her dad Greg raced from 1977 to 1985, but reached Derby Downs in Akron just once. Brother Emerson Minch placed eighth overall in 2010.

"I won one heat in 1978, then got beat," Greg Minch said. "Maddie's the champion in the family."

The international field featured more than 500 boys and girls. Drivers enjoyed sunny skies and temperatures in the low 70s, a welcome change from the high heat and humidity earlier in the week during trial runs.
